Simile vs metaphor – how to tell the difference?

I don't see any difference between these two ways of comparing things. Who can explain me why these are different types of comparison?

Similes use ‘as’ or ‘like’ to describe something by relating it to something similar – Her lips were beautiful as a blooming flower

Metaphors have similar usage but don’t apply as’ or ‘like’ – Kisses are the flowers of love in bloom.

So metaphor does not state a comparison, while simile does.
