The House and Senate can only pass amendments to the Constitution if

1. the amendment receives a majority vote.

2. the president supports them.

3. the amendment receives a two-thirds vote.

4. the judiciary branch supports them.

A

Answer: 3. the amendment receives a two-thirds vote.

When two-thirds of the members in the house of the senate agree that a section in the constitution should be amended, the other members cannot do anything about it. However, it is extremely difficult to get two-thirds of the Senate to agree on the same thing. That is why constitutions are not always amended. It takes a lot of time to get two-thirds of the members to agree on something. For that reason, these two-thirds are known as the supermajority.
